Existence of independent national human rights institution fully compliant with United Nations Principles on the Status of National Institutions (‘Paris Principles’)
The Slovak National Human Rights Centre was accredited with B-status in March 2014, thus only partly compliant with the Paris Principles.
The Slovak National Centre for Human Rights (Centre) is a national human rights institution (NHRI) established in the Slovak Republic by Act of Slovak National Council No. 308/1993 Coll. on the Establishment of Slovak National Centre for Human Rights. The Slovak National Human Rights Centre was accredited with B-status in March 2014 by the Global Alliance of National Human Rights Institutions (GANHRI). In 2021, The Centre remains a NHRI accredited with B-Status. After the efforts in 2018/2019 to amend the establishing act of the Centre and ensure legislative compliance with the Paris Principles, there have been no efforts or legislative work to amend the law and strengthen the mandate and independence of the Centre in compliance with the Paris Principles.
The Sub-committee on Accreditation (SCA) of GANNHRI published the following recommendations:
- Even though SNCHR mandate is interpreted broadly, it is built with strong emphasis on equality and non-discrimination. Thus, SNCHR should advocate with stakeholders that its mandate is clarified to promote all human rights.
- Moreover, SNCHR should develop further security of tenure of the decision-making body.
- Additionally, SNCHR should assure that it operates with sufficient budget.
